The EBA seeks feedback on draft Reporting Framework 4.4 technical package

The European Banking Authority (EBA) has published the draft technical package for Reporting Framework 4.4, inviting stakeholder feedback ahead of the final release expected in September 2026. The package introduces new reporting requirements and technical updates to support firms in preparing for upcoming regulatory changes.

Key updates include:

  • Introduction of new Pillar 3 ESG disclosure requirements, with first reporting from 31 December 2026 (or 31 December 2027 for small and non-complex institutions).
  • Addition of IFRS 18-aligned FINREP templates and FRTB disclosure templates to the reporting framework, effective from 31 March 2027.
  • Technical amendments to the Data Point Model (DPM) and XBRL taxonomy covering resolution planning, MREL decisions, Pillar 3 disclosures and AMLA eligibility reporting.
  • Continued transition to DPM 2.0, including an updated DPM 1.0 to DPM 2.0 conversion file and corrections to previously identified DPM issues.

The EBA consults on rules to strengthen depositor protection under the revised Deposit Guarantee Schemes Directive

The European Banking Authority (EBA) has launched four public consultations on new regulatory measures to strengthen depositor protection, improve financial stability and further harmonise Deposit Guarantee Scheme (DGS) rules across the EU under the revised Deposit Guarantee Schemes Directive (DGSD3).

Key updates include:

  • Consultation on Implementing Technical Standards (ITS) for harmonised depositor information and standardised information exchange between banks, DGSs and relevant authorities.
  • Proposed Regulatory Technical Standards (RTS) on the treatment of client funds, clarifying reimbursement processes and preventing duplicate payouts.
  • Draft Guidelines on how DGSs should invest industry-funded resources to ensure diversification, low risk and sufficient liquidity.
  • Enhanced reporting, transparency and operational requirements to support faster depositor reimbursement and improve crisis management.

The consultations are open until 23 October 2026, with a public hearing scheduled for 24 September 2026. These proposals represent the first four technical standards and guidelines that the EBA is developing under the revised DGSD3, which was adopted in 2026 to strengthen the EU's bank crisis management and depositor protection framework.

The EBA publishes final technical standards on material acquisitions, mergers and divisions under the Capital Requirements Directive

The European Banking Authority (EBA) has published its final draft Regulatory Technical Standards (RTS) and Implementing Technical Standards (ITS) on material acquisitions, transfers of assets or liabilities, mergers and divisions involving credit institutions and financial holding companies under the Capital Requirements Directive (CRD). The standards aim to support banking consolidation by providing a consistent prudential assessment framework across the EU.

Key updates include:

  • Standardised information requirements, assessment methodologies and notification procedures for material acquisitions, transfers, mergers and divisions.
  • New cooperation processes and timelines for competent authorities where multiple supervisors are involved in a transaction.
  • Proportionate requirements, including simplified information and assessment processes for intra-group transactions and mergers involving smaller entities, reducing administrative burden.
  • Harmonised terminology and common information requirements where a single transaction triggers multiple CRD notification obligations, improving consistency and regulatory clarity.

The RTS and ITS have been developed under the amended Capital Requirements Directive (CRD) and are intended to reduce regulatory uncertainty, improve supervisory cooperation and support greater integration of the EU banking market.

ESMA urges firms to prepare for the transition to T+1 settlement

The European Securities and Markets Authority (ESMA) has issued a statement reminding market participants to complete their preparations for the EU's transition to a T+1 securities settlement cycle, which is scheduled to take effect on 11 October 2027.

Key updates include:

  • ESMA emphasises that 2026 is a critical year for firms to finalise implementation plans and operational readiness.
  • The first key regulatory milestone is 7 December 2026, when new requirements for allocations and confirmations processes come into effect.
  • Firms are encouraged to test their own systems and processes and ensure the readiness of counterparties and service providers across the entire trading and settlement chain.
